Child Well-being Fund Ukraine in the frame of the project (2025-10-UCYE-UA-09) “Healing Forest: Program for Strengthening Psychological Resilience and Supporting Children's Mental Health in Ukraine which is implemented in partnership with Barnfonden and funded by the Government of Sweden through the Swedish International Development Cooperation Agency (Sida), is looking for an expert(s) to conduct a baseline study for the project.

We invite to participate in the selection and submit a commercial proposal in accordance with the terms of reference specified inAnnex 1Annex 1, which contains general information about the project and a detailed description of the baseline study, including its goal, objectives, research methods, implementation stages, and requirements for the contractor.

Proposals can be submitted by both individual experts and organizations. 

Required qualifications and qualities of an expert: 

  • experience in conducting sociological, marketing or humanitarian research (especially Baseline/Endline assessments) of at least 3–5 years;
  • experience in the field of mental health and psychosocial support (MHPSS), child protection or education will be a significant advantage;
  • experience in research in martial law;
  • fluency in Ukrainian;
  • proficiency in English sufficient to familiarize yourself with project documentation and prepare a report;
  • excellent analytical, reporting and presentation skills;
  • punctuality, including the ability to meet deadlines.

Requirements for the content and design of a commercial offer:

  • Interested experts should submit an application letter in any format and attach the following documents:
  • CV of the expert(s) containing information on experience relevant to this study (the applicant must provide sufficient information to demonstrate compliance with the requirements set out in these Terms of Reference);
  • information confirming experience in providing such services to Ukrainian non-profit organizations or international non-governmental organizations, including: a portfolio of projects, letters of recommendation or a list of three contacts from organizations that can provide a recommendation, two examples of reports on the results of research and/or evaluations prepared by the applicant (if possible, in an anonymized form or with the removal of confidential information);
  • descriptive part of the proposal: a brief explanation and justification of the methods to be used (5–7 pages, together with the financial proposal);
  • the financial part of the proposal: a full cost estimate, including all taxes and any additional costs (e.g. transportation, accommodation and costs for focus groups as part of the study, etc.). 
  • if the proposal is submitted by an independent expert, he/she must indicate the presence of registration as an individual entrepreneur and provide a copy of the extract from the Unified State Register.
  • if the proposal is submitted by an organization, it must be drawn up on company letterhead and certified by a signature and seal (if available);
  • the full name, email address and telephone number of the contact person must be indicated.

Contract conditions:

  • work under a contract with an individual entrepreneur or a service contract with an organization;
  • mixed form of work (remote and offline work according to the needs of the research);
  • cooperation will be carried out by non-cash payment. 

Child Well-being Fund Ukraine emphasizes that it is not obliged to choose the organization/individual entrepreneur that will provide the lowest commercial offer.
